A Shield in the Gulf

The wind off the Gulf of Finland is the one thing here that never changes. It blew into the faces of Swedish sailors in seventeen-oh-four, and it tugged at the caps of Soviet sailors two hundred years later. That wind is where Kronstadt begins. And so does one simple calculation: whoever holds the gulf holds Saint Petersburg.
The first fort, Kronshlot, went up in seventeen-oh-four — the very first year after the new capital was founded. The brief was blunt: block Swedish ships from reaching the Neva River. By one account, Peter the Great built the fort's model himself, in Voronezh, and sent the drawings north at the end of seventeen-oh-three. Worth pausing on that: this wasn't some bureaucratic state project. It started as the tsar's own hands-on engineering experiment.
And the experiment worked immediately. In seventeen-oh-four, a Swedish squadron of thirteen ships attacked Kronshlot — and was driven off. A year later they came back with twenty-two ships. Same result. In its entire history, the Kronstadt fortress was never once taken by an enemy.
Now look out at the gulf, to where the water meets the sky. What you're seeing isn't empty space. There are forts out there — some of them built on artificial islands, raised straight out of the sea. The coastline simply didn't give enough angles: to cover approaches from every direction, engineers had to create land where none existed.
The best-known example is Fort Alexander the First. Construction began in eighteen thirty-eight, designed by engineer Mikhail von der Weide. First an artificial island was built in the gulf — only then did the fortress itself rise on top of it. Laying that foundation in open water was every bit as demanding as the walls that came after.
The whole Kronstadt system grew in layers. The first defenses on Kotlin Island didn't start until seventeen twenty-three — almost twenty years after Kronshlot. Large-scale stone construction came in the nineteenth century, as the old wood-and-earth works were steadily replaced with heavy stone forts. What looks today like one unified complex actually came together over nearly two centuries.
The forts didn't stand alone — some were even linked by railway lines. The fortress ran like a logistics system: ammunition, troops, and materials moved along the chain of islands quickly and on schedule. This wasn't a scattering of separate strongholds. It was a machine.
And like any machine, it needed repairs. The Nikolayevskaya Battery was badly damaged after a severe flood, and the rebuilding dragged on until eighteen sixty-three. Later, during the First World War, a brick tier with barracks was added on top of the concrete walls. Kronstadt's so-called "impregnable" defenses were, in truth, constantly rebuilt, extended, adapted — no grand finished monument, just ongoing, working evolution.
Today, some of the forts are being restored and opened to visitors. Others remain closed, reachable only by water. Each one has its own condition — some brought back to life, others left almost abandoned. Kronstadt is slowly turning from a once-secret naval defense system into an open-air museum — though that transformation is far from finished.
For more than two centuries, Kronstadt was a shield nobody could break through. Now it's opening itself up, slowly — fort by fort, island by island.
